The management of the protected regions required the existence of a plan, which will have specific goals, and based on this plan a series of actions will be realised so as to achieve these goals.
The aims of the plan are the maintenance, the sustainable management and the promotion of the protected regions. This promotion of the regions will lead to an increase of local incomes and it will restrict the problem of social and geographic exclusion that is observed in most of them. The protected regions can and they should constitute local poles of sustainable growth. Their dissemination in the whole territory but also the diffusion of their profits in the whole Greek society can constitute the base for other type of growth, a mild growth compatible with the preservation of the environment.
Fundamental objectives of a completed management system for the protected regions are:

Biodiversity preservation and protection of habitats,

Local economic development that respects environment protection,

Equal diffusion of sustainable management benefits to the local society,

Participation and of co-operation with local agencies, Universities, NGOs and active citizens,

Participation in the profits derived from the management of protected regions of all citizens and social groups without exclusions
The principles on which the management of the Special Protected Areas should be based are:

The principle of sustainability

The principle of reciprocity between use and protection

The principle of harmonious relation of protection and progress
Given the aforementioned principles and objectives, the management of the Special Protected Areas cannot be based on prohibitions and coercion. Additionally, the protected regions are not considered as regions of absolute prohibition for human activities, fact that leads to their isolation from local populations.
By contrast, efficient management will only be achieved through the congruous only by the harmonious coexistence of environment and human activities. The local populations, since they are the first which will profit from this policy, should not only be included in the decision-making system, but also take active part in required, for better operation and management of region, regulations.
In order that the previous are applied, it seems necessary for the most important of the protected regions in Greece, that have a lot of and various uses and large surface, the foundation of Agencies which will have the co-ordination of all qualified bodies and the responsibility for taking the necessary measures.
